Antalya actually has three separate public-beach systems, not one. Separately, Muratpaşa Municipality runs five free-entry cliff-platform “Falez” beaches on the Lara side (Konserve Koyu, Mobil, İnciraltı, Erdal İnönü and Erenkuş), where a sunbed is even cheaper. And Konyaaltı’s public beach facilities (Boğaçayı, Liman/5 No’lu Plaj and the women-only Sarısu Kadınlar Plajı) are run by the metropolitan municipality through EKDAĞ, at around 150-200 TL for one sunbed. All three systems undercut Antalya’s private beach clubs, which routinely charge 400-2,000 TL a day.
If you’ve searched “Antalya halk plajı” and come away confused about which beach is actually cheap and which one just calls itself public, that confusion is fair: Antalya’s public beaches aren’t one system. Three different bodies run them, at three different price levels, and none of the big booking sites explain the difference. We already covered the Ministry’s beaches around Kemer in a separate guide. This one covers the busier resort side of the coast: Lara, Konyaaltı, Belek and Manavgat, with real addresses and current prices for each operator.
Three Systems, Not One
1. Ministry of Culture and Tourism (“T.C. Kültür ve Turizm Bakanlığı Halk Plajları”), operated under concession by Turaş Turizm ve Ticaret A.Ş. These are the same style of beach as our Kemer guide: real facilities, sunbeds, a restaurant, at a government-set price. In this part of the coast they sit in Lara, Belek, Kadriye, Ilıca and the Manavgat district (Seydiler and Sorgun).
2. Muratpaşa Municipality (“Falez Plajları”), a completely different, city-run system of five beaches built on wooden platforms along the cliffs (falez) between Şirinyalı and Lara Caddesi. Entry is free, and the municipality has kept sunbed rental cheaper than either of the other two systems.
3. Antalya Metropolitan Municipality (“Büyükşehir Belediyesi”), via its company EKDAĞ, which runs Konyaaltı’s public beach facilities, plus a separate Ekdağ-run beach on the Lara coast. Sea and beach access is free; sunbeds and umbrellas are rented at municipal rates that sit between the other two systems.
Ministry Beaches: Lara, Belek, Kadriye & Manavgat District
These six beaches are run by the same operator as our Kemer guide, Turaş Turizm, under the Ministry’s concession. That’s why the pricing pattern is the same: a sunbed price that already includes the umbrella, plus separate cabana, picnic and parking fees. Treat the figures below as the same approximate 2026 range published for their Kemer beaches (around 200 TL for a sunbed), since it’s the same operator setting the same tariff, always worth checking the price board at the entrance since these do get revised.

Note that Sorgun and Manavgat (Seydiler) are two distinct, separately run beaches inside the same district, easy to mix up since both get called “Manavgat halk plajı” locally. If you see “Side halk plajı” mentioned elsewhere, treat it cautiously, the Ministry’s own beach list for this stretch names Manavgat and Sorgun specifically, not a separate Side facility.
Konyaaltı’s Public Beaches (Run by the Metropolitan Municipality, Not the Ministry)
Konyaaltı’s public beach facilities are a different system altogether: they’re run by Antalya’s Büyükşehir Belediyesi (metropolitan municipality) through its company EKDAĞ, not the Ministry, and not Muratpaşa. Beach and sea access along the whole 7km pebble stretch is free; you only pay if you want a sunbed.
Boğaçayı Halk Plajları
The quieter, western end of Konyaaltı near the Boğaçay river mouth, with EKDAĞ-run lounger sections and a cafeteria (toast, sandwiches, cold drinks, coffee). A single sunbed runs roughly 150-200 TL, and a set of two sunbeds with an umbrella is around 350-450 TL, current 2026 pricing reported locally. Less crowded than the central Beach Park section.
Liman Beach (5 No’lu Plaj)
At the eastern, harbour end of Konyaaltı, run by ANET A.Ş. (also a Büyükşehir subsidiary). Same general pricing band as Boğaçayı, and a good pick if you’re already down by the marina rather than the main Beach Park strip. See our full Konyaaltı hotels guide for hotels near this end.
Sarısu Kadınlar Plajı (Women-Only Beach)
A women-only section at the western end of Konyaaltı, at the last stop of the local minibus routes, so it’s easy to reach without a car. Entry is free; a sunbed and umbrella for the day is reported at around 100 TL, cheaper than the mixed sections. You get a plastic wristband on entry.
Lara’s Cliff Beaches: Muratpaşa’s Free Falez Plajları
On the Şirinyalı side of Lara, Muratpaşa Municipality runs five beaches built as wooden platforms along the cliff edge (falez), a genuinely different structure from a sandy beach: you descend by stairs (or, at one location, an elevator) onto a deck built over the rocks. Entry has been free every season, and sunbed rental has stayed cheaper here than either the Ministry or Büyükşehir beaches, though the exact rate has moved around between roughly 20 TL and 100 TL in recent seasons, so treat “under 100 TL” as the safe expectation rather than an exact number.
- Konserve Koyu — Şirinyalı Mahallesi, Eski Lara Caddesi. The largest of the five, with an 1,800m² wooden platform.
- Mobil Halk Plajı — Bayındır Mahallesi. The quietest of the five, with fewer loungers; drinks only, no food service.
- İnciraltı Halk Plajı — Eski Lara Caddesi. The only one of the five with elevator access, built into the cliff itself, which makes it the most manageable option if stairs are a problem.
- Erdal İnönü Kent Parkı Plajı — Şirinyalı Mahallesi, near the Akra Hotel. Blue Flag certified, set inside a city park, but reached by around 120 steps with no elevator.
- Erenkuş Halk Plajı — Yeşilbahçe Mahallesi, Lara Caddesi (reached via Aziz Sancar Parkı). Fewer stairs than most of the others and clear water, one of the more accessible of the five.
📝 A Local’s Note
If anyone in your group has mobility issues, İnciraltı is the only Falez beach with an elevator, the other four mean stairs, and Erdal İnönü Kent Parkı’s roughly 120 steps are genuinely the steepest of the group. Second tip: none of these prices are negotiable, they’re set centrally (by the Ministry’s operator or the relevant municipality), so if a beach kiosk quotes you something well above what’s listed here, ask to see the posted price board rather than paying it on the spot.
So Which One Should You Actually Pick?
If price is the only thing that matters, start with Muratpaşa’s Falez beaches, they’re free to enter and have the cheapest sunbeds on this list, though you’re on a platform over rocks rather than sand. If you want a proper sandy beach at a fixed, government-set price, the Ministry’s Lara Public Beach is the closest option to the resort strip. If you’re already staying in Konyaaltı, its municipal beaches are the natural default, and Sarısu is worth knowing about specifically if you’d prefer a women-only section. And if you’re based around Belek, Kadriye or the Manavgat district, the Ministry beach nearest your hotel is almost always cheaper than anything with a beach-club name attached.
